During the debates on the adoption of the Constitution, its opponents repeatedly charged that the Constitution as drafted would open the way to tyranny by the central government. Fresh in their minds was the memory of the British violation of civil rights before and during the Revolution. They demanded a “bill of rights” that would spell out the immunities of individual citizens. Several state conventions in their formal ratification of the Constitution asked for such amendments; others ratified the Constitution with the understanding that the amendments would be offered. On September 25, 1789, the First US Congress therefore proposed to the state legislatures the first 12 amendments to the Constitution that met arguments most frequently advanced against it. Others followed over the years.

About the Author

George Odian holds M.A., and Ph.D. degrees in organic chemistry from Columbia University, where his teaching career began. Formerly the chairperson of the division of science and engineering and dean of faculty at Richmond College of CUNY (now The College of Staten Island of CUNY), he has been professor of chemistry at that institution since 1976. Dr. Odian has five years of industrial experience as research chemist and research director, respectively, at Thiokol Chemical Co., and Radiation Applications, Inc. He is the author of more than 60 research papers and five books in the area of polymer chemistry. Ira Blei received his M.A. degree in physical chemistry from Brooklyn College of CUNY and his Ph.D. in physical biochemistry from Rutgers University. Formerly the deputy chairperson for the division of science and engineering and the dean of administrative planning at Richmond College of CUNY (now The College of Staten Island of CUNY), he has been professor of chemistry at The College of Staten Island since 1976. Dr. Blei has 10 years of industrial experience as research chemist and director of research and development, respectively, at Lever Bros. Co., and Melpar, Inc. His research interests are in the application of colloid and surface chemistry to biological problems.

Betty Crocker is on the health bandwagon. Not one for fads, Betty sensibly bases this 175-recipe cookbook on the Food Guide Pyramid guidelines recommended by the American Heart Association and many other medical and nutrition professional organizations. You learn tips for cutting down on fat and cholesterol, understanding the different kinds of fat, and making smart food choices for heart health. The idea is to reduce fat by making ingredient substitutions and small alterations, but not making drastic changes. The recipes are varied and creative and don’t resemble “diet food”: Ginger Shrimp Kabobs, Vegetable Potstickers, Stuffed Veal Chops with Cider Sauce, Vegetable and Ham Jambalaya, Curried Chicken and Nectarines, Caribbean Fish Salad, and Thai Shrimp and Rice Noodle Nests. The desserts include Chocolate Swirl Cheesecake with Raspberry Topping (only 20 percent fat!), Blueberry-Lime Torte (about 15 percent fat), and Double Chocolate-Date Cake (about 25 percent fat). Recipes are labeled with symbols indicating “low-calorie,” “low-fat,” “moderate-fat,” “low-cholesterol,” and “moderate-cholesterol,” so you can choose how far you want to go. Each recipe has a hefty amount of nutritional information: calories, fat, saturated fat, cholesterol, carbohydrate, fiber, protein, vitamins A and C, calcium, iron, and diet exchanges.
